The advantage is not country knowledge: it is building a bid that is admissible, scoreable, bankable and deliverable under the exact regime that applies. Neither a sovereign-fund label nor the name of a flagship programme identifies the rulebook — the buying entity does.
There is no single MENA door. Platforms are federal or local, timelines diverge, and the controlling language is not always the language of the bid.

Three things are constantly confused: the threshold that sets an authority's jurisdiction, the one that selects the procedure, and the one that extends publication. They are not interchangeable. An amount is presented as a direct-award threshold only where the instrument says so.

Procedure-selection thresholds
—Simplified open tender: up to MAD 1,000,000 excl. tax.
—National tender: up to MAD 10,000,000 excl. tax for works, MAD 1,000,000 excl. tax for supplies and services.
—Above that: international tender.
—Purchase orders: MAD 500,000 incl. tax for services of the same nature, per budget year and per authorising officer.
Extended-publication thresholds
—They extend the submission window to 40 days — they do not change the procedure.
—Works: from MAD 75,550,000 excl. tax.
—State supplies and services: from MAD 1,964,300 excl. tax.
